This was a 1957 givaway comic published by Vital, a company that mainly printed comics for Marvel in the 40s along with their commercial work.
"Jim Solar Space Sheriff Defeats the Moon Missile Men" was written by Walter Gibson, best known for his massive Shadow pulp output. The art was by E. C. Stoner. There were at least a dozen other Jim Solar givaway titles. They measure 7 x 3.5 inches.
